Prevention Specialist/Community Organizer, CommPre (Hayward office)
Start Date: January 2010
Full-Time 40 hours per week
Salary:  $45,000 - $49,000 annual, depending on experience

POSITION DESCRIPTION:

Prevention Specialist/Community Organizer for community-based Alcohol and Other Drug Prevention Program that implements environmental/public health prevention strategies.  This position will: (1) Coordinate the activities of a Drug-Free Communities Coalition (DFC) involving youth and adults, including Spanish-speakers. Responsibilities include facilitating the planning and implementation of alcohol, tobacco, and marijuana (ATOD) prevention activities in the community (including policies), promoting ATOD policies in schools; (2) Develop the Coalition structure and facilitate processes; (3) Advance city, county and state alcohol and drug policies and enforcement; and (4) Monitor alcohol licenses in community.  This position requires evenings and some weekend work; must be able to travel for training. The ideal candidate will work well with youth and adults, be able to facilitate coalitions, be an experienced and helpful team player, a quick learner, and comfortable working on a multitude of responsibilities simultaneously. Successful Prevention Specialists are exceptionally well-organized and adept at taking initiative to implement work plans toward outcomes and results.  This is NOT a counseling position.

PRINCIPAL DUTIES & RESPONSIBILITIES

  • Provide leadership to develop and implement coalition structure and processes
  • Facilitate coalition members to plan and implement environmental prevention activities of Coalition
  • Coordinate Coalition prevention projects (reducing alcohol, tobacco and marijuana) in cooperation with contractors, youth, schools, governmental agencies, Sheriff’s Dept. and community residents
  • Prepare and execute workplans to achieve project outcomes, including policy changes, environmental design change, monitoring alcohol establishments and strategic planning to develop school prevention policies and practices
  • Identify local community members to recruit to the Ashland/Cherryland Violence Prevention Collaborative, and assist in the development of their leadership and organizing skills
  • Monitor local ordinances/policies and state legislative process for alcohol and drug related bills
  • Speak at community meetings, and public hearings to present a community prevention perspective
  • Develop and conduct trainings and educational presentations for community residents on proposed new policies (tobacco, marijuana, billboards)
  • Create/compile presentation materials applicable to adults, youth and Spanish-speaking populations (i.e. fact sheets, brochures, etc.)
  • Facilitate meetings to achieve results 
  • Assist in monitoring the 300+ alcohol licensed establishments in Hayward and unincorporated Alameda County
  • Plan, research and write grants
  • Prepare and disseminate all required reports, including weekly and quarterly reports and grant reports

Minimum Qualifications & Experience:

  • BA Degree, or equivalent experience, MA/MPH preferred
  • Minimum of one year experience in ATOD prevention, public health field, legislation, youth development and/or community organizing
  • Demonstrated ability to convene diverse groups and individuals, mobilize them to take action, and gain results
  • Knowledge and experience building coalitions
  • Knowledge of and keenly interested in the public health environmental approach to reducing alcohol, tobacco and other drug related problems
  • Bilingual in English and Spanish highly desirable
  • Excellent group facilitation, leadership development & public speaking skills are essential
  • Ability to analyze and understand state, city and county policies
  • Three years proficient writing and editing skills
  • Outstanding verbal communication skills
  • Computer (Word, Excel, Access, PowerPoint, Publisher)

The mission of Community Prevention of Alcohol and Drug Related Problems (CommPre), a program of Horizon Services, Inc. is to reduce and prevent problems from occurring in environments where alcohol and other drugs are used, sold and/or promoted, such as neighborhoods, retail outlets, and schools.  CommPre employs environmental prevention strategies to fulfill its’ mission, including: mobilizing and developing leadership of community members, building coalitions, and advancing city, county and state AOD policies to create safer environments.

Horizon Services, Inc. (HSI) is a non-profit, community-based organization committed to reducing alcohol and other drug-related problems. Established in 1974, HSI operates ten programs located in Alameda, San Mateo, and Santa Clara Counties. Program services include prevention, detoxification, treatment and youth-focused services. CommPre is HSI’s community environmental prevention program, and has been in operation in the City of Hayward and urban unincorporated areas of Alameda County for 20 years.

JOB ANNOUNCEMENT

Weekend Counselor

Residential Drug & Alcohol Treatment Program located in Hayward.  Part Time, mostly Saturdays & Sundays.  Minimum of AA degree in Substance Abuse Studies or any other relevant field plus 3 years counseling experience in a drug & alcohol treatment program or BA degree in Psychology plus 2 years experience.  MA or MS degree in Psychology or Counseling is a plus.  AOD certification or other appropriate license required.   Ability to work with dually diagnosed clients and clients with different ethnic background required.  Candidates must have current CDL.

Intake Coordinator/Case Manager

DUTIES and RESPONSIBILITIES:

Conducts initial eligibility interviews with clients and makes determinations of eligibility.  Secures necessary information for eligibility determination and evaluates it for consistency and accuracy.  Maintains records and prepares reports.

KNOWLEDGE, SKILLS, AND/OR ABILITIES:

Ability to schedule and manage own workload (for example, interviews, appointments, and verifications) sufficient to meet deadlines for completion of job responsibilities while adapting to changes in priorities. Demonstrate skills in the use of computer software such as word processing and data base applications. Demonstrate ability to collect and organize data sufficient to maintain accurate and complete records, and to prepare reports, in accordance with State and Federal guidelines. To fulfill organization responsibilities such as attending regular supervision, attending all required meetings, and maintaining responsibility for professional training and development.

 

QUALIFICATIONS:

This position requires strong written and oral communication skills, the ability to communicate with individuals who have varied needs and abilities, and the ability to make complex eligibility decisions. Good driving record required.  Minimum two to three years of work-related experience preferred. Excellent oral and written communication skills required. Extensive knowledge of community programs preferred, in order to provide advocacy and referral services to other applicable services/resources, as necessary. Display excellent interpersonal skills and the ability to work well with others. Create a positive image as one of the first points of contact. Demonstrated ability to assess needs and take appropriate action/steps preferred.

RESIDENTIAL COOK

DUTIES AND RESPONSIBILITIES: Plans and writes nutritious lunch and dinner menus for 27 clients; directs the preparation of food; prepares and serves food; arranges and directs the appropriate storage of food and supplies; maintains safety standards throughout all food preparation and storage areas; monitors and maintains the inventory of food and supplies and orders food and supplies in sufficient quantities for weekly meals; maintains a variety of records related to meals served, inventory; reports to the Program Director any maintenance and repairs for kitchen equipment; lifts and carries cartons of food, milk, bags, and serving containers; trains, directs and monitors work of client; and attends related workshops.

QUALIFICATIONS:  Any combination of education, training, and experience, which demonstrates the knowledge and skill to perform the duties and responsibilities as described including successful experience as a cook preparing food in a residential setting. Have at least one year cooking experience preferably in a residential setting. Possess experience in quantity food preparation. Successful completion of a cook's training program (not a class) is also acceptable. Possess any food handler certificates that may be required by local or state laws. Ability to read and follow recipes is necessary. Some basic math is also necessary. Must be able to take instructions and follow through on instructions. Leadership experience is desirable.

Knowledge, Skills, and/or Abilities: Knowledge of techniques and methods of quantity food preparation and storage; ability to prepare creative menu plans consistent with federal and state government nutrition guidelines; knowledge of nutritional values in food preparation; skill to estimate food quantities required for menus; skill to plan the preparation of meals for serving at specified meal times; skill to prepare large quantity meals with a minimum of waste; knowledge of and ability to train clients in safety practices related to food preparation and use of commercial kitchen utensils and equipment; knowledge of and ability to train clients in sanitary methods of food handling, food preparation and cooking techniques; skill to monitor inventory levels and requisition supplies to ensure adequate supply of food; skill to add, subtract, multiply and divide; basic skill in using a computer; ability to stand for long periods of time; knowledge of basic record keeping; skill to establish and maintain cooperative working relationships with staff and clients.
